The 2026 logistics crisis: how it differs from 2022

Is 2022 returning? Why this logistics crisis could be very different
The latest russian attacks on the port infrastructure of Odesa and Mykolaiv, the deaths of seafarers aboard a civilian vessel, rising war-risk insurance premiums and the first signs of higher ocean freight rates have inevitably revived memories of 2022. Across the agricultural market, one question is becoming increasingly common: Are we facing another logistics crisis similar to the one that followed the full-scale invasion?
The comparison is understandable. Maritime exports are once again under pressure, exporters are reviewing alternative supply chains, and freight markets have started to react. Yet despite these similarities, today's market differs from 2022 in several fundamental ways.
Most importantly, Ukraine is no longer entering unknown territory. The industry has already lived through this scenario, and the experience gained over the past three years has fundamentally changed how the market is likely to respond.

The crisis in 2022 was never about demand
One of the biggest misconceptions after Russia blocked Ukraine's Black Sea ports in 2022 was that Ukrainian agriculture had lost its export markets.
That was never the real problem.
European buyers continued purchasing Ukrainian commodities, while global grain demand remained strong. The real bottleneck was logistics. Neither Ukraine nor Europe had sufficient infrastructure to absorb tens of millions of tonnes of grain that suddenly had to move by rail, road and the Danube instead of through deep-sea ports.
Rail border crossings, transshipment terminals, locomotives, railcars and road checkpoints quickly became overloaded. Congestion created a self-reinforcing cycle: longer queues pushed transport costs higher, while higher logistics costs translated directly into lower farm-gate prices.
Demand existed, but grain simply could not reach customers efficiently.
The result was an unusual market imbalance. Ukraine accumulated surplus grain while importing countries still needed supply. Farmers faced falling prices, soaring logistics costs, demurrage charges and quality losses caused by extended transit times. For many producers, the crisis became not only a logistics problem but also a liquidity crisis.

Today's alternative export system already exists
The biggest difference compared with 2022 is that Ukraine has already built and tested alternative export corridors.
Three years ago, nobody knew how much grain could realistically move through the western border or the Danube. Today those capacities are well understood.
Rail exports through western border crossings have stabilized at around 1.2 million tonnes per month. Road transport adds approximately 600,000 tonnes, while the Danube cluster is capable of handling roughly 2.5 million tonnes each month.
Together, these routes provide an alternative export capacity of approximately 4.4 million tonnes per month, even if maritime exports were to be severely disrupted.
That does not eliminate logistical challenges. However, it means the market now understands where capacity constraints lie and can respond far more efficiently than it could in 2022.

Logistics costs are starting from a completely different level
Costs have changed just as dramatically.
In 2022 and early 2023, transporting grain from central Ukraine to the western border frequently cost EUR 70-90 per tonne, while onward transportation across Europe added another EUR 65-80 per tonne. Total logistics expenses often exceeded EUR 150 per tonne, consuming a substantial share of producers' margins.
Today, transportation to the western border costs around EUR 25-30 per tonne, while European freight generally ranges between EUR 35-45 per tonne.
Freight rates may rise again if military risks continue to increase, but the market is beginning from a much healthier position than it did three years ago.

The Danube is already showing signs of stress
If there is one part of the logistics system reacting first, it is the Danube.
This year's unusually low water levels have already reduced effective barge loading capacity. At the same time, the available fleet is considerably smaller than it was in 2022. Following the reopening of Ukraine's maritime export corridor in 2023, many barges were relocated to other markets, while older vessels were scrapped because low freight rates no longer justified operating them.
Consequently, even a relatively modest increase in demand has had an immediate impact on freight rates.
Barge freight to Constanța has already increased from roughly USD 12 per tonne to around USD 30 per tonne, illustrating how quickly capacity constraints can reappear on the Danube.

The biggest difference is financial, not logistical
Perhaps the most important structural change has taken place away from logistics.
In 2022, many Ukrainian farmers had little choice but to sell immediately. Working capital was limited, storage capacity was insufficient and liquidity became a matter of survival.
Today's financial environment looks very different.
According to the National Bank of Ukraine, lending to the agricultural sector has reached UAH 161 billion, exceeding pre-war levels after the country's longest period of credit expansion in more than fifteen years. At the same time, grant programmes and private investment have significantly expanded on-farm storage capacity, allowing many producers to hold two or more harvests.
As a result, fewer farmers are forced to sell simply to generate immediate cash flow.
That single change could prove more important than any logistical improvement.

Market behaviour may also be different
In 2022, logistics disruption triggered widespread panic selling. Producers had little flexibility and accepted almost any available bid.
Today, farmers are in a much stronger position to manage the pace of sales.
That changes the entire market dynamic. Limited export capacity no longer automatically translates into excessive domestic supply. Instead, more disciplined marketing by producers could reduce the pace of Ukrainian exports, tightening global availability and potentially providing support for international prices.

Looking ahead
The latest events undoubtedly resemble the beginning of 2022. Yet beneath the headlines, the market has changed profoundly.
Ukraine's export infrastructure has become significantly more resilient. Alternative logistics routes are operational rather than theoretical. Transportation costs remain far below crisis levels. Perhaps most importantly, producers are financially stronger and better equipped to manage market volatility.
For these reasons, the biggest mistake would be to make today's commercial decisions based solely on memories of 2022.
The months ahead will require disciplined risk management rather than panic selling. Success will depend not only on finding buyers but also on choosing the right logistics, the right timing and the right marketing strategy.
